You will need to download the files on another computer and take them to the club using a memory stick.

For club members download
http://www.asecomputing.com/ASEScorer/Abfmemb.dat (http://www.asecomputing.com/forums/../ASEScorer/Abfmemb.dat)

and place in the directory on the club's machine:
C:\Program Files\ASEComputing\ASE Scorer 8\data (or similar)

For the ABF file download:
http://www.asecomputing.com/ASEScorer/abf.fil (http://www.asecomputing.com/forums/../ASEScorer/abf.fil)
and place it in the directory where you abf.gdb file is found, usually:
C:\ASE8Data\masters

Then update as before without any downloads.

This seems to depend upon the "abf names" data on disk being more than one month out of date. If I import "abf names" early in the month, as I like to do, I am not prompted to download latest. Import still occurs but the data is naturally the same. Is there a file I can rename that will trigger the download request?

Yes, the file abfmemb.dat is the file found in
C:\Program Files\ASEComputing\ASE Scorer 8\data
or similar.
Either delete or rename that file and you will be asked if you want to download from the Internet.

Problem is that the masterpoint data from asecomputing.com is always out of date. At the start of each month I like to produce reports with current ratings and current masterpoints.

A bit more cumbersome but up to date would be to collect this from the ABF masterpoint site.

abf_rank.exe creates a text file with that info but can't see how to use it.
And yet the ABFMPC site says "for ASE8"

abf2ase creates abf.fil but "import abf masterpoints" in ASE doesn't use it.
However, it IS useful for ASE8 as a search file, abf.fdb.
Strangely, ABFMPC says "For ASE6 & 7"!

National.exe creates files including national.txt with up to date MPs for everyone. However, ASE doesn't seem to access it.

Is there a way through this?

A lot of this is historical, change of management at the ABF MPC etc.
The main problem for me is to know when the ABF files have been updated AND remember to update the ASE site. Because of the end of year run the data took longer to appear. Anyway they have been updated for this month so all should be OK now.
